What level of Chinese is considered fluent?

Fluency in a language means being comfortable in a language and can communicate in most situations effectively. Native speakers also have different levels of fluency in their language. Fluency is achieving a high level of proficiency in all areas of a language such as reading, writing, speaking, listening to know perfection in language doesn’t exist. If you achieve fluency in Chinese then you can reside in China and be a native speaker, even though you are not perfect.
