Do all native speakers speak their native languages at the C2 level?
A native speaker can be seen when someone has complete control of the language at one end, to the beginner at the other with an infinite range of proficiencies.
The language proficiency test measures the speaker’s ability to use the language in its standard form and also many are different from the utilized form in the community of language speakers.
But many native speakers can speak another language like a native. C2 level of the language measures PROFICIENCY, not FLUENCY. Proficiency means that the language should be used in the standard form correctly. However, FLUENCY is different which means you will be able to understand the language without having to put in the effort. A native speaker with a B2 score will always be more FLUENT, they automatically understand the process and listen to things carefully. These vary from the standard form of the language. Many of those vary by country, sometimes region, sometimes even the local community.
So, do all native speakers speak their native languages at C2 level?
People should be able to read and summarise academic texts that imply a high level of understanding, a broad vocabulary and the capacity to use it clearly and coherently and some of them may fail because of their inability to understand and express the ideas.
Native speakers are at C2 level if they are well-educated technically native English speakers. But only a few English learners reach this level because their professional or academic goals do not require it and many lack the educational background to attain it.
Many people will be more colloquial and have idiomatic expressions than I did, and In the population, about 70% was functionally illiterate or with low levels of functional literacy and have low levels of investment in education. So they would be unable to read and discuss texts requiring a high level of education and will lack the resources acquired through education.
A native speaker has at least C1 level on average and C2 level in more for scientific reasons and literature. A native speaker is not required to pass a C2 level exam, instead, they require only the technical words that are used in their own language.
There are also speakers of foreign languages who have a C2 level who are not native of the language. Other language people reach the native level because they really study hard and achieve good results and are also advocating for a specific field. Also, many of the native speakers just feel it is easy and overconfident about it since they already speak the language in their day-to-day communication.
